My personal fav is Hotel Gracery Sapporo.
Rooms kinda small, but I love its location.
Conveniently located just opposite Sapporo station.

I second Gracery. Very convenient as they have an underpass to Sapporo station and underground shopping. This can be important when it is raining or snowing.

Try Toyoko Inn - Toyoko Inn Hokkaido Sapporo-eki Kita-guchi(Hotel Information / Room Rates). It's just 5 mins walk from the JR station.

3rd recommend gracery Sapporo too
its the best location just front of JR Sapporo
plus if heavy snow or blizzard u r blessed by it connected underground link too

on my last trip March 2013 Sapporo was in a heavy blizzard

and price is decent too and English speaking staff at counter and good room service cleaning staffs

overall put it best off all
planning next 2014 coming in Sapporo for winter fest !!

Sapporo Tokyu Excel Hotel next to Nakajima Park would be my choice

Rooms are very lux and large... And its facing away from the hustle and bustle of Susukino yet it only takes about a 10 mins walk from the hotel to Susukino

hotel prices during the winter fest must be ex right? how much did u pay?

May be too late liao, but just personal view that Gracery (the old washington name sounds nicer =( ) breakfast is nothing great, just average. personally dont think its worth 1000yen.

on the other hand the area behind reception provides for free internet, and free coffee during morning time =)

on weekday is 177sgd
