Recovery discs for new empty disk

Can those bootable recovery DVDs made from the recovery partition be used to image a completely new HDD/SSD if my current laptop HDD fails totally or get thrashed?

Will the new HDD/SSD contain its own recovery partition after recovery and imaging?
