Definitely a much more sensible way to see the real impact.
If the minister presented it this way and acknowledged something is seriously wrong plus what is going to be done about it, while it would get them some complaints, it will also increase people's trust in them.
What they chose to do is to downplay the issue using stats that do not show the pain points of commuters. This gives people the feeling that they are not aware, or denying or are deaf to our grievances. It also results in a loss of trust.
Presumably, the ministers drive. Their cars clocked 100,000 km in a year. But broke down 15 times in the last year just when they needed to go to work. Making them late for parliament. Yes, they can blame the car all 15 times because they don't want to "over maintain". But will their boss see it that way when it is time for bonus/promotion?
statics and numbers, has been part of the Pappy Strat to obscure the fault and problem that stems from their own incompetence.
Too many like to gaslight by deflecting , [ if so good you suggest or go be minister ]
or its private own leh ... etc
