No. You need to use hardware to measure. Cheap, commercial Kill-a-watt type of devices can give an idea of power drawn off the wall. However, these devices are not entirely accurate (different from being precise). You will need industrial grade devices (>>100 SGD) to get truly accurate measurements.
Note that this power measured is different from the actual power consumed by the components inside due to PSU (in)efficiency. FYI, the available power wattage stated on the PSU is that of the power that can be drawn from it by the components, not the power drawn from the wall.
I saw on bios my duo core used to be at 60+ degrees. Now i changed to quad, it shows 40+, so i guess the newer parts are more energy effiicient.
Yes and no. CPU temperature is a function of dissipated heat by the CPU, heatsink dissipation power, internal chassis temperature (linked to chassis cooling capacity), ambient temperature, and even the interface between the CPU die and the IHS (see the Ivy Bridge TIM issue and CPU lapping). CPU heat dissipation is only one factor among many in determining CPU temperature.
