would like to ask, if the psu is dead or on the brink of collapse, then when i turn on the pc, the psu fan and other additional cooler fans will not spin at all right?

Without test equipment, there is no quick way to gauge if a PSU is faulty. A faulty PSU may power up the desktop (fans running) but fail to boot to desktop (no display).

I once have a short circuited PSU - when trying to power up, it boots for about 2s then dead. Press power button again, 2s then dead. Then sometimes no power up at all, sometimes after pressing so many times it finally boot up properly then after a while power cut. So it really depends. Need those current and voltage etc testing equipment to test if your PSU is ok anot one.

My current setup has been encountering this issue. Fan running but display no image. But there is light on the MB. Same possible situation?

switch on pc nothing happens, but the power switch led light did light up though.
no beeps from mobo.

Try jump start the PSU
If jump start able to bring PSU back to life, then either motherboard or other short-circuited.

If jump start failed to power up the PSU, it is a dead PSU.
