Regarding settings for conversations

1. Is it possible to do settings so that only selected people can send private messages/start conversation with me ?
2. Let's say if I used to have a conversation with someone in the past, but I subsequently block that person from starting a new conversation with me. Can he/she continue from the past conversation (and vice-versa if I can reply through the past conversation) ?
