Regarding Starhub Cable Internet Speed

HI! Please help me by answering my question!
I just signed up Starhub 100mbps cable broadband yesterday.
But I have just tested my internet speed.
Here is the result:
Last Result:
Download Speed: 23560 kbps (2945 KB/sec transfer rate)
Upload Speed: 1139 kbps (142.4 KB/sec transfer rate)
Latency: 31 ms
‎30‎/‎12‎/‎2013‎ ‎10‎:‎16‎:‎15‎ ‎AM

Is this too slow? should I call the customer hotline? Is this kind of 25mbps speed?

That meant they have not update you plan lor, just do a test here and check what's plan indicated...

It's normal for Telco here, if you own them $$$, they will send your bill by courier or debt collector... but when come to service like updating plan speed, you will have to keep remind them until the cows come home before it's done!

You have a latency of 31ms which is bad assuming u are running local speed test within singapore.

Do a wired connection, what do you achieve ?

the cable modem could be preactivated at lower speed, allow few days like 2-3 working days for them to update the cablemodem profile.
