NO, iirc the windows key is tied to the motherboard so changing the motherboard/cpu will require a new license

Changing of processor no. Changing of motherboard to Microsoft is changing a new system. You need to call up Microsoft to re-activate your cd key.

I have OEM window 8.1 64bit.

I have use it to do clean install and installation for myself and my friend's pc for more than 10 times and it work perfectly fine.

The only problem is that a screen will keep popping out every 1 or 2 hours to tell you that you need to key in a new CD key which can be totally ignored.

I called up MS about 2-3yrs ago when I changed mobo+CPU for Win8. It's relatively tedious as you have to listen to the operator read out the long numbers which you'll have to enter. It's only partially automated. For some parts, I remember speaking to some Indian guy... lol
But importantly... you need to activate it and allocate some time to do in comfortably.
