reinstalling windows

My windows that comes with my laptop having problem. I can't boot it up. If I reinstall, I read that it will recognised my licence ?

Does that apply if I reinstall using USB ?

Or only if I reinstall via setup -> reset PC ?

You can do clean install of windows OS from usb/dvd and choose you have a licence key during installation. It should automatic get the licence key from your laptop's firmware.
