As the administrator, how can I remove the occupier from the HDB, in order to arrange resale the flat?

read your contract...

If you plan to sell the flat, you should have added a clause to cancel the lease when a buyer is found.

That is essential occupier. HDB insisted must get this essential occupier consent to sell the flat. But she is not SC nor SPR, and go back to her country already. How can the executer do now?

Non citizen spouse can be essential occupier. PR or foreigner also can, as long is spouse.

The reason spouse must give consent is to ensure that they are not suddenly left homeless if their sporean spouse (sole owner) decide to sell and disappear from their life etc.

Just can't be hdb owner.

Essential occupier is a necessary requirement for couple/family to buy a HDB flat under one name. The essential occupier, like spouse or child, will be subject to almost similar rules as owner. After MOP of 5 years, essential occupier is released from those restrictions. Accordingly, I don't see why consent of essential occupier is needed to sell the flat. But before MOP? Actually before MOP, flat cannot be sold except may be upon death of owner.
