Replacement computer recommendation

Can someone help recommend me what to get? I usually bring my specs to PC themes for them to assemble but am wondering if I should just get from Aftershock?

1) Budget: <$1000
2) Hard disk: 200GB SSD + 1 TB normal hard disk
3) Graphics card: Need to be able to run photoshop (so looks like need 16GB ram? https://www.cgdirector.com/adobe-photoshop-system-requirements/). Would like to play games eg. PUBG (https://store.steampowered.com/app/578080/PUBG_BATTLEGROUNDS/)
4) I have a few internal harddisk to transfer over from my old computer

Edited: To include that I want to play games like PUBG too.

For PS, you want a more powerful CPU
GPU doesn't matter as much low-midrange is good enough, actually at your price range, might be better to go with iGPU and forgo the discrete GPU.
SSDs are getting quite affordable now, can get 1TB NVMe for under $100, which will be cheaper and better than what you suggested.
pugetsystems have a lot of PS testing.

yep, ps is not gpu intensive, so u can just run off integrated.
for about 1k, i would suggest the following:
core i5 13600k (non f) + msi pro b660m-a wifi670 (dynacore)
thermalright peerless assassin 12068 (pcthemes)
klevv bolt x 2x 8gb 3600mhz ddr480 (dynacore)
wd black sn570 250gb48 (dynacore)
toshiba p300 1tb55 (allstars lazada)
cooler master mwe 550 v2 bronze68 (pcthemes)
tecware nexus m2 air45 (dynacore)
total: 1034. if ur budget is really strict, u could drop the cooler to a cheaper one.

You are using photoshop to edit what sort of things? Depend on workload might need more ram (especially large format print).

You don't need a graphics card to run Photoshop. Is not a must. What you need is a lot of RAM and a relatively fast CPU.

For that kind of budget. I suggest go get an APU such as 5600G. This would suffice some needs of a igpu.

If you are doing topaz AI, you could also make use of the powerful iGPU to render faster.

$1000 is not say low, you have to realize that a decent gaming graphic card can cost up to $500.
That doesn't leave a lot of room for other components so either:

1) Upgrade your current rig than building a new one
2) Get a second PC but you need to send to someone to check for issues etc.

BTW is there any issue with your current rig? Why not just spend some money fix it than use
until you got a bigger budget?

Thanks, yeah I am not an expert in this so wasn't aware of pricing. My current rig has problems (can switch on but when I connect via HDMI / VGA, it doesn't project on my monitor). The monitor definitely isn't the problem as it works well with my laptop.

Yes, I have tried to take out the RAM and reinsert. Still same issue. Think the motherboard has some problem because when I insert my USB keyboard to the back of my computer, the lights on the keyboard do not switch on. Likewise for my wireless USB adaptor.

Can't remember the specs but it is more than 5 years old so I don't expect it to be good. Thanks.

Issue here is your limited budget, if the old PC can be repaired which is possible than you can still use.
Until you have a bigger budget for a proper build.
Have you tried another power supply?
Could be PSU issue.
