Replacement Motherboard for my current setup

My PC couldn't boot up. the fan spins one burst and the whole thing repeats, wont even reach POST. I narrowed down (I think) to the problem being either my MB or my CPU, but I'd like to try to replace my MB first. My PSU is working so it wasn't a power problem

Here's my current set-up:
CPU: Phenom II 965 BE
MB: MSI DKA790GX Platinum http://www.msi.com/product/mb/DKA790GX-Platinum.html#/?div=Basic (Being replaced)
GPU: Gainward GTX 580
RAM: Kingston DDR2 833Mhz 4Gb (Being Replaced)
HDD: WD 500GB Caviar Black
PSU: FSP 650W PSU
OS: Windows Vista Home Edn 32Bit.

So I decided to get these 2 to replace my current one:
M5A99X EVO Motherboards - M5A99X EVO ~ $220
Kingston DDR3 10600/1333 4GB Value Ram ~ $51

Will they be compatible together? Specifically compatibility between my current OS & CPU with the new RAM and MB. I'm kind of in a budget (around less than $300) and there aren't much (seemingly good) MBs that my current CPU is supported to choose from the pricelists.

TS, have you try remove the HIS HD4850 and use onboard VGA to boot?
There is a chance your HD4850 going up lorry instead of motherboard.

Yea i removed my VGA to test, doesnt work too

For cpu/motherboard, high chance is motherboard failing.

could it be heat issues?
is your hsf clogged w dust?

Oh, ok i'll go and clean hsf and reapply the compound first and try if thats the problem then. Thanks, I'll post again if it still doesn't work.

Try cleaning the contacts of all your pci/pci-e/ram devices & their slots. I had a similar experience, thinking it was the psu I sent back to distro to test. Found no problem, tested device by device then only after heavy cleaning did I fix the problem.

TS, one thing I missed is the Cooler Master 460W PSU. Is this the extreme model? If so, get a spare PSU to test or bring down to Nigel shop if you don't have a spare PSU. Can power up don't not mean the PSU can provide enough juice to power your rig.

I am using a new FSP 650w. I also tried with my old but still functional CM 460W, but still same problem.
