Noticeable I guess, better than HDD

But have to consider things like cost, power usage during idle, too

I think you failed to understand that SSD is not much about the transfer rate. The reason why they are significantly faster than a mechanical drive is mainly due to the response time.

So to TS' question, you will def feel a significant improvement in the responsiveness of the system after the upgrade to an SSD.

I also upgraded my 2011 notebook. More responsive and runs cooler than HDD. Worth it bro
