Unless you are doing further studies at approved institutions, or are working overseas, or are able to provide suitable reasons allowing you to defer the ICT.

In all seriousness though, only the very satki clerks get a posting to NSAD for example after they ORD. From what i know they are also doing further studies. But there are also many clerks who ORD many moons ago, still under the holding list.

Well, sometimes the Unit can't quite distribute their manpower appropriately...


S1 branch can have 30+ people (clerks), compared to other branches where man power is really needed.

in short, Holding List refers to the NSmen is not assigned to any units under the Division due to disruption from studies, work, legitimate overseas residency.

the good thing from this is that IPPT is not required.
