They cannot login, but they can make sure you are locked out.

What benefit do they get by locking you out? For example, transfer 1k to this account, otherwise every week, we will lock you out......... How to hide their identities? Bitcoin.......

Change the ID? Ok, boss, transfer 1m to this account, otherwise, we will lock 1000 of your employees/customers out....... (especially for those companies that like to "know their customers", so they have collected the IC numbers of all their customers)

Can narrow down the range since usually issue at the same period for the same batch of children, and renewed around the same period when older. So can brute force less than 1000 possible dates.
Alternatively, call them person up, pretend to be from gahmen or bank, then ask them to verify their information
