Rig advice

Not sure if it's a good time to upgrade or wait for new amd gpu to hit the market. I might be interested to upgrade into a new computer but no budget in mind. Trying to keep it as cheap as possible. No monitor/kb/mouse/ssd/hdd.

Currently have a rig with
-2x 280x
-i5-4570 + b85-g43
-16gb 1666mhz
-850w gold rated
-ssd's & hdd.

Only need CPU+Board, GPU, Ram with the requirement of
- SLI capable board for future SLI when card price drops.
- Prefer 1070
- at least 8gb ram

Not sure what's the matter with my comp, with these spec I get like 100fps on csgo... Some say it's a cpu intense game... Could it be thermal paste drying up?

You just play csgo then alt tab and see what are your temps and whether got throttling lor then can diagnose already
