S4 refused to charge

hey guys,

the phone refuse to charge on USB despite changing the USB connection flexible circuit to no avail. currently charging the battery externally.

Does anyone here know that is the problem?

Another general question: if i'll trade in this phone, will the telecom test the charging capabilities prior to taking in the phone?
