SAF late promotion backpay?

As per title, I was OOC-ed from BMT and was posted to be a clerk. As I did not have BMT training or Vocational training, I did not have the opportunity to promote. Now, I have completed my BMT and awaiting vocational training. The promotion directives states that my promotion should be, in cases like mine, be dated to the supposedly earliest date if i had completed BMT the first round.

For instance; If you had to serve 6 months in service to get LCP and another 6 months to get CPL, but you only get BMT cleared and Vocational training cleared in your 14th month, you are eligible for a double promotion to corporal.

Heres the question: The directive is for manpower and not finance. I was wondering if the difference in pay would be given for such period where promotion was ineligible for me. I can’t seem to find anything about it. My RSM says yes but the S3 says otherwise.

Seeking the advice of EDMW seniors here please.

should you be showing them the stated directive and ask them to deconflict?
