I was there last week & temperature ranging from 3~9 degrees, afternoon was bad, evening was terrible. 3 layers suggested is a must. I brought beanie for my son & myself to cover our ears, wife brought mask for us. The warm air we breath out helps to warm our nose & mouth. Just buy the normal one at any drugstore. Use & throw type & change daily
Also go for the hourly forecast instead of the daily & if it says it's going to rain, it will. Imagine 4 degrees with slight rain(those continuously very tiny droplets) the temperature drop further & it's killing.

Friend in Tokyo now said it was super cold today with the rain. I'm only flying on Sunday but I better pack my winter scarf to be safe

it will warm up a lot by monday, so i assume the predictions have taken this into account

kyoto some spots started flowering already. otw there now! will post updates later
as expected, the freezing cold weather these couple of days have made it harder for the sakuras... no blooms at the meguro river even though it has reached almost full bloom at ueno park... it has been really patchy here in kyoto too...
It's great for super cold weather and you can wear lesser for not so super cold weather.

kyoto imperial palace some trees ~5 or 6 already near full bloom.
arashiyama only about 3 or 4 trees start to bloom. mostly have not bloom yet.
maruyama park maybe 2 to 4 trees blooming.
went to these places only. go to imperial palace if you are rushing for time.
It's pretty weird to see one side of the park with full blooms but the other half is still budding, you should still catch at least half of it.
Rikugien has one nice big weeping Sakura tree in full bloom right near entrance. However, it was impossible to get a clean shot with the throngs of crowd surrounding it. They have night viewing so you can go late afternoon and catch both day and night views.
