original file u downloaded is the iso file.
iso to dvd> use cd/dvd burning program eg imgburn> burn as image
iso to usb stick> use bootable usb creator program (will wipe all data in entire usb stick/partition)

i not tried usb hdd (since usually contains lots of data), but guessing shud be same as usb stick...

Centos is a free Linux os.

But it is only the "skeleton" or "architecture". If additional feature is needed, more installation is require.

The link has a download link and steps to convert your ISO to cd or usb. I tried this before and it worked.

hey guys, sorry it took so long for me to post again, turns out my PSU was the problem. Thanks for the responses though!
