Among the "big three," OCBC's Plus account has no minimum balance requirement but does have a minimum Visa spending requirement of $1,200/year on the OCBC Plus debit/ATM card linked to the account to avoid a $24/year card fee.

ICBC Singapore has low minimums and a rather good debit card outside Singapore (limited ATM network in Singapore).

Standard Chartered and Dash discontinued that account a few months ago. You can still sign up for Dash but without the savings account.

Yes, if you're "grandfathered" (applied before Dash/Standard Chartered stopped offering the bundled bank account), no problem.
