Not sure why would ppl ballot and dropout when their q no. is first few. Sometime after got their unit but gave up after that.

I ask the same question, and I found out 2 reasons that happen quite abit regardless of number attained.

1) Never do their homework if they can afford. Want a 500k area, apply HLE, given 100k. So give up.
2) Bf apply without Gf’s consent. Get number, Gf says you go yourself. I never said I wanted a house. I don’t care how good.
3) Decided to go resale in the end cause want faster than what BTO/SBF can give. These probably did their homework prior to applying, but pay minute change of mind.

If they didn’t choose the unit and let the next buyer to choose I’m fine with that. But some are those after got their unit and give up. Because they have already chosen their unit so buyer behind them are not able to choose for that launch.

I think a lot of them end up in pt. 3. You do not want to just take an unit because it is being offered. I wanted to get one in a prior BTO but was only left with level 2 units which I did not want. Then, it makes more sense for me to give up so the person who might take the lvl 2 units after me should get it.
