Can we really delay the ROM if we are taking the SHG?

The HDB states "Under the Fiancé/ Fiancée Scheme, we must produce without demand the requisite Marriage Certificate for inspection by the HDB on or before the date of taking possession of the Flat. "

If not wrong and u have receipt of banquet booking, rom booking, u can ask for delay in passing them the cert..

"We are in the midst of finalising the selection appointments and preparing the invitation packages for the Nov 2015 Sale of Balance Flats exercise. The invitation package (containing details of the selection appointment, flats list, brochure and the list of documents required at the appointment), will be sent by post about two weeks before the selection appointment."
