As long as the height + width + depth does not exceed 115cm, I think you are safe.

Taken scoot to thailand many times but never seen them measure or weigh the baggage before

For now if the flight capacity not full they won't really check the size but if the flight back to pre covid, I'm pretty sure they will check again

Small backpack should be okay but if you say those traveller backpack then confirm cannot

if cabin luggage with a small sling, small carry on scoot will close one eye for the small bag.

in fact yes, can just tell them what about my personal items that i dun feel unsafe putting onto the cabin baggage space, they will sure allow u to have another smaller bag.
