Setting up Stall on Streets

Hi all,

Looking to seek some guidance from the knowledgeable members of HWZ. Anybody have any idea if there are any official license required to be applied in order to set up a stall out on the street? e.g. CNY eve we see alot of tables being set up near Waterloo street selling incense, are those official with license or just put table and sell?

Any license required to set up? Thanks!
