Need some advise as I am not really tech savy.

Should I upgrade my parts or get a completely new rig?

If upgrade, which parts should I be upgrading?

If a completely new rig, which parts can I retain?

My current rig:
Intel Core i5 760
Gigabyte P55a-UD3 Motherboard
2 X kingston 2GB DDR3 1333MHZ CL9
ATI 5850 1GB PCI
Andyson F500M
Lian Li Lancool K62

Mainly for gaming and some light photo editing.

Whats your budget? If its decent enough you can try selling your current rig and get a new one. Otherwise if upgrade getting up to at least 8gb of ram and changing that graphics card to something like a gtx 760 ti or even a r9 280x should suffice.

i don't really have a budget, just looking for the more cost effective decision.

budget $1.2k if getting a new rig.

Upgrade should probably be $500-$600? Will an upgrade allows me to play some of the latest games out in the market?

I would go with an upgrade. Get a GTX 970 (Palit GTX 970 SGD 460) and like Swift said, 8 GB RAM (Corsair Vengeance 8 GB kit SGD 116). Not too sure about the efficiency of your PSU but you might want to get a 600 - 650W one (~SGD 70) to be safe.

Prices from Tradepac.

EDIT: Forgot to add, this will generally be able to get you to run modern games (Crysis 3, Watch Dogs, Shadow of Mordor, etc.) on high or even ultra settings on 1080p.

will the system result in a bottleneck due to my old processor? Or does processor really make a difference?

Shouldnt be that much of a bottleneck if you game at high resolution. your CPU is still fast enough..

Firstly, your motherboard WILL NEVER bottleneck anything.

One option is
Sell your ram and graphic card.

Buy
Crucial value ram DDR3 1600mhz 8gb @ $95
Powercolor R9 280 turboduo @ $289

Can install OS in SSD for fast boot up time. Just throw data like video, pictures, etc in HDD.
