can i know how to create a folder in winterboard?

Are you refering to Carrier? If yes, First of all, you need Winscp or Ifile(I not sure if IFile can but I use Winscp through my laptop), then create a folder name at desktop eg: Bear carrier.theme, inside create a folder name bundles, then inside bundles create another folder name com.apple.SingTel_sg, after which drop 2 images of carrier inside the com.apple.SingTel_sg and name the 2 images -> Default_CARRIER_Singapore Telecommunications@2x.png & FSO_CARRIER_Singapore Telecommunications@2x.png.

After done, drag yr Bear folder into var/stash/themes will do and activate in winterboard:)
