Silly maximum bid spread for SGX ETF

The max bid spread is 30 bids which mean when the min tick was 0.01, one can place order 0.30 from last done price.

Now that they reduce the min tick to 0.001, the max spread one can place an order is $0.03!

What is the point when i can only place order within such a tight range!? For ES3 eg, you can place orders only within 1% range!

SGX reduces the min tick but maintained the max bid spread at 30 bid.

Is my understanding correct?
