Also from the PDF, I see primary, basic and overall surplus/deficit. So what's the difference between primary and basic?

Deficit, yes. But not tapping into reserves. Tapping into past surpluses which were built up in the present term of government.
Surpluses only get locked up in the reserves after each term ends.

btw even a so-called deficit in our budget is not the normal standard deficit.

singapore choose NOT to use the accounting format used by IMF and other developed economies of the world, that takes into account land sale as "govt revenue"...

hence land sales were not counted in the accounting.

the article i read abt this is too wordy and scholarly (NUS Paper), so i paste a TRS link instead here... they are biased, but the article does hold water.
for everything in the website.. take it with a pinch of salt. :p
