apparently she got it wrong LOL. She said that if there's more than 5% of 2nd timers who get a Q number within supply, once the 5% of flats are taken up, the rest of them will be informed that they are unable to make a flat booking, and effectively numbers will be pushed up

I was browsing books past midnight because I couldn't sleep (excited as it was my first solo trip to Taiwan).. then she approach me and tried to talk to me in Jap.
I tried to communicate with her using google translate (that time not very good yet as it was in 2012) then sort of know she didn't join her friends go out and now she cannot find her way back to her hotel (which was actually just 5 mins walk away)...
then accompany her to her hotel then she say she scared to go up and stay the room alone as her friends not back yet, so accompanied her until 4+am

After that sibeh shack then almost cannot wake up the next morning to join my event
