As per the screenshots, it's essentially like local data that rolls over to the next month instead of being forfeited, allowing you to accumulate what you don't use to the next month.

I have been on the Singtel Hi! 4G plan for two months now, and it’s honestly one of the best I’ve used. The coverage is solid, and the 4G speeds are impressive—hitting 100–200 Mbps outdoors, which easily beats Starhub and M1 in my area. Most importantly, the roaming coverage is extensive and the data allowance is generous. As long as this plan stays around, I don't see myself needing to buy travel eSIMs anymore.
Is this prepaid or postpaid?

Was looking through https://hi.singtel.com/faq.

Noticed that for "Access to calls and SMS while overseas"
You’ll be able to receive SMS overseas even without an active roaming plan — as long as the country you’re in still supports 3G. But you won’t be able to receive calls.

Googled and found out that most countries does not support 3G anymore. So it is as good as saying Singtel's roaming is data only, eg if one needs an OTP when travelling, it will not work?

No, that means you need to have roaming to receive the free roaming incoming SMS if using 4G/5G.

For places without roaming partners, then you have to rely on 3G to get incoming SMS.

No roaming voice call though, but no surprise charges either, just like Gomo and M1 Maxx.

BTW, the above FAQ is the same as Gomo.

They still call this roaming "data only" but you are able to receive free roaming incoming SMS.

Gomo FAQ.
https://www.gomo.sg/faq

Can I access calls and SMS when roaming?

You’ll be able to receive SMS overseas even without an active roaming plan — as long as the country you’re in still supports 3G. But you won’t be able to receive calls.

As GOMO roaming plans are data-only, you won’t be able to send SMSes and make calls while overseas as well.

To make international calls from Singapore, get our IDD add-on instead.

Yes, I can confirm. For hi prepaid plan is also like this:

In countries which I have roaming data, Malaysia or Indonesia, can connect to 4G 5G and receive SMS.
In countries which I don't have roaming data, for China, I'm unable to access 4G or 5G. Only in very limited places where 2G is present (3G is already gone), I can receive SMS. In Japan, no connection at all times because they don't have 2G or 3G.
