interested in the answer for this question too. I gonna transfer ownership of the line to another user. But I register my interest using my IC. So meaning that if I transfer ownership to the new user can he purchase the iPhone?

Don't think so... else every Tom, Dick n Harry could go in and book appointment. Also, Singtel also states only those who registered interest can book appointment, thus the NRIC that you entered during interest registration can proceed.
