In your particular case, actually SingTel ONR can be a simpler solution, then you can buy Netgear Orbi mesh solution which support multiple SingTel TV boxes when used together with the SingTel ONR.
1) Contact SingTel to change to change ONT to ONR
2) Buy three pack Netgear Orbi solution and a switch like TP-Link TL-SG105 to have more LAN ports if needed.
3) Follow the guide from Netgear

Hi XiaofanNo way to purchase SingTel ONR by yourself. You have to request through SingTel to change your ONT to ONR. Most of the ONT users will not want to do that since ONT users have more flexibility to use their own router as the main router. But your priority seems to be two SingTel TV box support and wireless coverage.
Ethernet backhaul is much better (using Ethernet connection between the main node and the satellite node). And it can save you one node.
If you do not have Ethernet ports in Level 1/2/3, then you need to buy the triband solution RBK754/854 depending on budget.
Garage FTP -- SingTel ONR -- Orbi router mode in AP mode
Level 1: Orbi satellite node -- SingTel TV box
Level 2: Orbi satellite node

2. Yes, priority is 2 MIO box at 2 levels and wireless coverage. Hence i have just gotten the Netgear RBK353.
