Yes, many ski resorts in the mountains still have snow in April and sometimes even into early May. However do note that by this time the conditions are far from ideal - very unlikely to get fluffy, powdery, fresh snow. More likely to get either a hard crust or wet slush. Ski'able but not very enjoyable.

Is niseiko ok? Because I don't know Japanese, so thought of going there

its also not very safe..the snow level is much lower and much has receded even on the mountains during this period of the year....

If your reffering to niseko Hokkaido, late april last year upper areas still had plenty of snow but lower areas are gradually starting to show ground.
