Smart TV comes with their OS. Got android OS which you can install games from play store & also LG's webOS & Samsung's Tizen OS. From experience I find android TV to be a little bit laggier than webOS/Tizen.

applications will make a whole lot of difference on the usefulness of the TV

Actually no need to buy any smart tv. Just buy any tv and plug in Google Chromecast.

I heard all these smart tv and android tv the board inside very easy spoilt. So I bought a dumb LG tv last time. not sure is true or not. Manufacturer want to increase sale so make the board easy to die.
