Coffee shops and/or hawker centre coffee stalls have their coffee powder supplied by a regular supplier.
Everybody under pressure to earn more money.

The coffee powder supplier may offer them some new cheap coffee powder from dubious source. *
"You can make 3 times your normal profit"
"Your customers will not notice the difference"

Not all will take the bait. Some may be tempted.

People deduce that the coffee from cafe is safer. Maybe higher reputation.
