Yeah. I know. But troublesome for me now.
If you were able to install 17.6.1 there's nothing to do

This re-release is for those who failed to update to 17.6.1 for whatever reason

Apple most likely isn't going to say, but probably what happened is that there were a set of unexpected conditions where the first 17.6.1 installer wasn't able to fully install everything. It failed gracefully in that your iPhone isn't bricked and the patches it was able to install work fine, but flags were sent to Apple about parts of the installation that weren't performed.

Apple then released a new build of 17.6.1, but it only applies to those iPhones where the previous installation didn't complete successfully.

That's why if you have 17.6.1 and don't see an update available, it's ok, you're good to go.

updated to 17.7 for security purpose since i dont intend to install iOS 18 for quite sometime till its stable.
heard battery drains fast for ios 18

No. Just go straight to 18. There is an option at the bottom of the update screen.
i dont intend to install iOS 18 for quite sometime till its stable.

Personally, I installed iOS 18.0 since Dev Beta 1. No issues. The problems are with 18.1 and Apple Intelligence.

Is it recommended to factory reset and restore from iTunes or iCloud backup after updating to iOS 18?

i never understand the logic to reset + restore from backup for update new iOS

When IP15 was initially launched with iOS17 , many users including me faced very bad overheating problems so when there was an iOS 17 update which was supposed fix this issue, I followed other online suggestions and did a factory reset and restore from backup after the update.

you don’t really need to do this unless for specific reasons like what you described
