Yes I do not have it as well. I turned off apple intelligence and on it again to try and see if they will download the additional features.

It will take a while like 20 mins (connected to wifi) after updated to 18.4.
Then u will see playground app and Apple Intelligent settings there, the text which says downloading "missing".. Then your AI is really done all the download. This is what happened to my iPhone and iPad.
