Probably you accidentally tap on the status bar and the content just scroll up to the top page while you pull down the notification centre.

Been doing OTA since it was available... had a thought of clean restore... but seeing how a icloud restore backup restore was somewhat more convenient than iTunes restore... I continued with the OTA update...

You should have accidentally touched the top status bar? I don't have such an issue on my iPhone 5S either.

Cannot be ba, I drag down from the top to open up the notification centre. Oh well, maybe it's perhaps the way I use it. Don't have such issue when I'm on iOS 7.0.2.

Hmm, interesting, I'm able to reproduce this minor bug too.

It seems like the touch drag event was propagated to the safari app - doesn't happen consistently though.

Okay I just do a test on safari and indeed this bug is showing up. You have to drag down the notification centre fully then release your finger. Push it up again and then release. Repeat for about 6 or more times and you can see you will be at the top of the page.

But this issue is intermittent and won't affect most of the users here.

Actually not just in safari, whatsapp too, other applications as well. Will be pushed to the top of the page.
