Something wrong with my Samsung S2

My S2 is showing 100% battery bar after i charged it ( with the phone turned off).

When i on the phone, the battery is actually critically low and will off by itself ( no batt).

What is wrong with it?

Where is the service centre for samsung phones?

Anyone with similar experience can advice?
