Can hdd to ssd from my 256gb system ? I hate reinstall Windows and all the files , any best way except fresh install

Can, but you must delete/transfer into external HDD/save into cloud storage all your unnecessary stuff until your HDD only has <256GB of data left, otherwise your HDD image is going to be >256GB large and cannot fit into 256GB SSD.

To transfer HDD contents, use a disk cloning software to clone HDD contents into SSD. There are plenty of free ones online if your SSD does not come with free disk cloning software.
