Which of the above 2 better for constant saving where you only put money in and will rarely use it? Or any other bank account better?

Seems like step up fixed deposit is the best for now.
1.05% pa for the 12 month
or
1.57% pa for the 5 years plan

But u cant put in more money into the FD until it expires and u only get the stated interest rates if u keep it for the full term.

The stepped up normal deposit gives 0.8% per annum but u have to increase ur account balance by $100 or more per month to get it or else it will be a 0.5% interest rate which is still relatively high compared to posb etc

I am using Citibank Step up.

I am not maintaining a 5 figure sum in the bank account, so don't really bother.

Calculating the interests rate and flexibility differences, i would choose citibank. As most of the monies will be somewhere else, just a transaction bank.

If not CIMB is one of the "best" in terms of interests rate if you want to park your monies permanently with extremely minimum transaction.
