They cannot deduct anything from zero. So yeah you can keep zero but don't keep small change, they will deduct fall below fee from it.

Does SCB state this officially or explicitly in any document or webpage?

At https://www.sc.com/sg/terms-and-conditions/bonusaver-product-terms/ Section 5.2, it only states that "You must maintain a minimum average daily balance in your Bonus$aver account. If you do not maintain the minimum average daily balance we determine, you must pay a fee as set out in the tariff booklet or elsewhere in our banking agreement. We may vary the minimum average daily balance at any time without notice to you."

No mention that priority customer does not need to pay a fall below fee.

More than a year already. I make transactions through it sometimes. I called them up. They confirm the account will be active as long as you make a transaction once in 2 years.

No need Maybank also. Since SCB esaver promo is for 2 months. At the start of the promo, Move from SCB esaver A to some other bank account and then immediately move into SCB esaver B. So it appears as fresh funds into SCB esaver B. After 2 months, repeat, move from SCB esaver B to some other bank account and then immediately move into SCB esaver A.
