mum using samsung A30s. tried with singtel sim card there is voLTE and usable. must be somewhere the giga backend issue

starhub has finally started to phase out 3G.
edit: since you can use data, send/receive sms, only cannot make/receive calls, this points to a 4G phone where the telco does not support your phone model.

yes, the issue is at starhub backend. for volte to work, in addition to the phone having the technology, the telco must also support it. (assuming the bands on the phone are also supported by the telco. if the phone is IDA approved, then it definitely will).

since singtel supports it, then the phone is capable of it.

looking at the starhub supported model list (not supported does not mean the phone does not have VoLTE capability), it states samsung year 2018 launch models and earlier are not supported. The A30s (2019 launch) may fall on the border.
(for the list: https://www.starhub.com/personal/support/article.html?id=nWfxXtEMRM7Xj1iJGKvtl8, scroll down to the section "3. What is VoLTE?" and expand the section)

elsewhere, the site offers to sell you a phone that they support. the message is obvious.

edit: for number portability, it means you need to buy a phone which is suported by the telcos you intend to port to in the future.
you also need to anticipate whether the telco will withdraw support of the phone in future (if your telco does, then you need to either get a new phone or port out)
additionally, you also need to consider whether the phone is suported by overseas telcos if you intend to travel.

this effectively limits number portability and the unrestricted mobile market where you are supposed to be able to use any appoved phone at any telco. If a telco only limits support to models they sell, it effectively creates "telco locked" phones, something which then IDA prohibited.
overseas, the telco can "whitelist" the "unsupported" phones IMEI, but overhere, i doubt there is an incentive to do so. it means that many perfectly useable phones will be tossed, and an unecessary new phone purchase will be forced on users.
IMDA may not even be aware of the situation which they have created.

good luck.

different from what they are doing now in Australia:

For all phones, if they believe you are not using volte for emergency calls (this is different from normal volte. Normal volte is basic, but emergency calls over LTE, when you have no SIM cards plugged, is a more advanced feature and fewer phones support), they cut all your connections, force you to buy a new phone.

sadly very true.

when things don't go according to plan, and you ask them, "have you not heard of the law of unintended consequences?", you get a blank look, "huh? catch no ball"
Yup, should mandate that as long as VOLTE supported phones, it should work, instead of having masses buying new devices to support VOLTE instead which is illogical.

Not illogical. Actually, very logical. Buy new phone == increase GDP. Now, i wonder which group(s) directly benefit from increased GDP

Yes, in australia, and for some uk telcos, they will block you if your phone was not bought from that telco. Porting means buying new phone, which is an unpleasant surprise to many after the porting. This is the new "carrier locking". AT&T is also reported to do something similar.

I'm sure other telcos in other countries do the same thing. I just have not searched for the anecdotes.

Capitalism or neo-feudalism?

for MR, you may want to confirm their support list. If 4G, check m1 list (MR 4G uses m1 infra)

purely on VoLTE support, ST already has been proven to support, so this is one hurdle less.

for the various telcos, check coverage in your area and where you frequent - due to variation in coverage

I'm not familiar with Huawei phones. per spec, it's a 2020 5G phone, so VoLTE should be supported.

a few years back, many phones had VoLTE as default ie there is no setting to enable VoLTE (the setting implies 3G as the default). For these phones, if using 4G/5G SIM on a network supporting 4G and higher, the "VoLTE" logo will automatically show up on the status bar. Maybe this is the case for yours?

i suggest you check the various telcos for their supported phone list, then you can make a decision on whether to port out (if you can accept their network coverage and performance, polices etc) or change phone.

Volte doesn't show up in the giga network but m1 max does on the huawei phone, and since I've used m1 maxx before and am unwilling to change phone I've decided to change telco instead
