TS, you need to give more information...
Are you looking for jobs in startups? Or become a cofounder in an existing startup?
Or are you looking for funding/investment in your own startup?
I assume the latter. My experiences are mainly in Internet based or tech startups. This industry is better organized on the funding aspect. So I am commenting based on the tech startup landscape.
First, it depends on which stage you are in. If you only have a concept and you/your team got no track record, it's very unlikely anyone will fund you. You need to self fund or borrow money from friends/relatives to fund until at least building a prototype to demonstrate proof of concept. Or join business competitions to test your concept and if you win, you may find a seed investor or incubator willing to give you some money to start. This stage, usually around 50k-100k.
If you already have a working product but need money to continue growing or market the product, this is what we call the angel round. Usually about 500k to 1m is raised in this round. Investors are more keen when you actually have a product or better still you have already shown ability to make some sales. There are many angel investors (myself included) and angel funds. There are many events you can join to showcase your startup. Look up Tech in Asia, Echelon, e27 events. In addition, NUS and spring Singapore both have programs and incubators that you can join. SPH, Singtel and Mediacorp all have dedicated funds for investments in startups so you can also approach them. Private angel funds include golden gate ventures, jungle, monkhill, 500 startups etc. there are many.
Last, don't expect other people to fund you if you don't put money in yourself. It's what we call skin in the game. If you don't risk your money, no investor would. Unless they are suckers. So for any investor to take you seriously, at Angel stage, they would expect you/your team to fund/own at least 60%. That means if you ask for 1m, you better put in 600k yourself.
