hi bro your terminology is a bit off tangent...cos over here, "cpu" means the processor chip. there is no way to "put anything into the cpu" unless u physically pry it open at intel's factory.
anyway i assume, that when u typed "..not putting them into my current CPU" , u meant "..not connecting them,via wires, to the motherboard, all being located within the confines of the desktop casing,where they are not visible,unless the desktop casing side panel is removed..."?
but anyway, in order to "manage your storage devices", u will still need a working laptop/desktop, then i assume what u want is to connect the storage devices as external storage to the working laptop/desktop, then use the screen of the working laptop/desktop, look at each connected storage device, see how much space is left or used up, and which file is located where, then do good-old- old-school tidying up a.la. spring cleaning style? if so then u will need the external connecting cables - those type where one end is usb, that connects to the working laptop/desktop, and the other end is sata (i assume your storage devices are sata? cos nowadays ide are rare old stuff). this works if your storage device is 2.5" drive and the usb port is 2.0 and can supply enough power to power up the storage device. if your storage device is 3.5" then u need more power, i.e. a lone usb port is not enuf to power up a lone 3.5" drive (as of writing i dunno if there are new types of lone usb ports that can power up a 3.5" drive) so for 3.5" drives to attach as external storage device, u need those "docking bays", and those docking bays have to be ac (alternating current) wall plug powered, thats where the extra energy comes from, to power up the 3.5" drives to attach as external storage device
