well U cannot blame the weather for not dressing up right man. wind need to wear something than can block wind.
I have seen skinny dude wearing singlets and shorts in winter cycling across McGill Uni. Another skinny dude on jeans and tees and slippers in Minnesota in Jan-Feb walking around on snow. Maybe they nuts but somehow they can take it.
