If gahmen really want to reduce illegal vice activities, prevent people from being addicted to sex forums like SBF, they should do the following:

1. Allow and regulate sexual services in the heartlands. Designate zones for legal sexual activity between adults.
2. Reform sex education. Focus on the concept of consent rather than abstinence. Focus on how to spot sexual abuse rather than showing gross out photos of STDs. Encourage people to visit doctor by normalising STDs instead of making it a social stigma. Encourage people to use condom instead of abstaining.
3. Allow for proper channels online to discuss sexual health & literary. This allows govt to spot for potential psychopaths and catch / reform them before they do any evil deeds.
4. Criminal reform. Focus on re-education rather than just jail/caning.
5. Make Adult Videos legal and licensed rather than outlaw it. If people have legal means of watching porn, why would they go dealt with illegal stuff?

Actually for all the point that that you listed , it has already been done and is already out there.

1) Honestly Singapore has done a really good job in regulating sexual services by controlling it into one GL designated area , there is no need to operate this services in the heartlands. Our forefather really has the foresight to know that this is a "necessary evil" and needs that can never be eradicated , instead of full eradication with no ending in sight , like rat popping up everywhere , they have the guts to regulate this controversial services given that people back then were much more traditional and reserved . They place rules to regulate this industry to prevent this vice from operating underground. There is mandatory health check to prevent the spread of STD/HIV , License provided to protect the working lady , law and rules in place to ensure that what operate in GL stay in GL. They also clean up most of the Freelance Street walker now.

2) SBF isn't just all vice stuff , there is educational stuff as well in educating the important of safe sex. Most people learned so much over there about safe sex and STD/HIV then what was taught in school , One of the main mantra of SBF have always been "raw is war" , They have been educating about the importance use of condom and safe sex activity as well as going for sexual check up for those who are sexually active. There is also frequent discussion about STD/HIV and what should be done to minimize the risk of STD/HIV. It is only the boomer generation who are not highly educated , they are the "commando" who are into high risk sex , nowadays younger educated guy are now more health conscious , most of them would actually practice safe sex and would not be reckless to engage in unprotected sex if they surf SBF long enough with all the knowledge that they learned from the platform.

3) SBF is one platform for this.

4) There really is no excuse to engage in rape and expect to getaway with just reform. This is totally inhumane and unacceptable behavior , there is already regulated sexual services here in SG fulfill the needs. One would simply just need to work and pay for the services between 2 consenting adults in this regulated industry.

5) Honestly there is no way any gov in the world can place a 100% total ban on porn. People have access to porn anytime and anywhere in the world if one have the resource and knowledge on where to find.
