Yes, the local seller does not have the necessary equipment to open up the unit and repair. They give or (or basically charge you) for another unit.

Any idea where is this service center located? Searched google but it shows that Microsoft Service Center is temporarily closed.

I believe they change to pick up from your location and return to the same (basically I heard they dont repair locally).
