Suspect Underperform GPU Card

I suspect that my powercolor r9 290 pcs+ is under performing I ran 3dmark test graphic card score is 10377 and overall 8807 . I also ran Valley benchmark and i get 58fps average at extreme HD by right it should perform better?

I dono if your score is in the right range, but there are reports that it is indeed the problem with pcs+ card.
